The presentation will include an overview of how different assets classes have performed over time and the impact of asset allocation on portfolio performance. Specific asset allocation models and their historical performance will be reviewed. He is a mechanical engineer as well as a financial consultant. LAST WEEK____________________________________________________________ John Van Winkle, City Traffic Engineer, and Adam Tuton, Vice President of American Traffic System, spoke on the implementation of Chattanooga's first camera red light, as well as the first in the state of Tennessee. The project was presented for state approval in 1996. The funding was approved in conjunction with the redesign of Bailey Avenue Bridge project. The camera capture system will be installed this week. The implementation will begin with a warning citation until changes in state legislation. Hopefully, the necessary legislation will take place within the next two months. The three-camera system cost $165,000. The cameras being installed are film cameras. Since our purchase three years ago, ATS is now marketing its new digital system. Chattanooga could choose to upgrade from the film version. The film cameras are mounted on elevator poles to allow maintenance access, such as replacing film. Mr. Tuton explained the logic of the sensor system. The camera is on ready when the red light is on, but the camera will only be activated when there is a possible violation. The logic takes into account the distance between a vehicle and the intersection and the speed the vehicle is approaching to determine the optimum time to capture the image. American Traffic System is a worldwide provider of traffic cameras, toll violation enforcement systems, and support services. Mr. Tuton has direct experience with the design and development of photo traffic enforcement cameras, citation processing systems for speed, red light, rail, and toll applications in the US, Canada, New Zealand, and Australia. Chattanooga has plans to install red light camera at other city locations. Based on City's annual accident reports, other locations will be decided. ATS system can do more than red light citation, city government will have to decide additional features to implement. As Mr. Tuton pointed out, photo enforcement is the technology to obtain safety results, such as reduction in collision, injuries, and fatalities. Other cities have seen 20% to 75% reductions. But the reduction is not achieved by technology alone, there needs to be public awareness, public education, and the strong enforcement.
