THIS WEEK__________________________________________________________________
Bruce Pirtle, EPB's System Operating, will make a presentation on the new
SCADA( Supervisory Control and Data Aquisition ) system.  EPB's SCADA has
been in design and implementation for several years.  The scheduled
completion date is December 2000.
The comprehensive data collection system will enable operation personnel to
control EPB's substation remotely.



LAST WEEK___________________________________________________________________
Gary Forrester, project manager of the Apison substation, from EPB's
Operating Division talked about the construction of the new Apison
electrical substation in Collegedale.  Mr. Forrester was responsible for the
construction of this project.  Many new ideas were incorporated into this
substation.  The project was environmentally responsible in the design and
installation of environmental drains to protect surrounding areas in case of
an oil spill.  The design also incorporated microprocessor relays, which
simplified the control wiring and added many new features not possible with
mechanical relays.  The presentation went through the construction from the
initial grading work all the way to the completed sub.
The Apison project was initialized with the EPB Engineering group.  Due to
the needed consideration with extreme voltage swings, high loading, and
exposure related reliability problems, EPB initiated a joint study with TVA
to find the most economical and practical solution. The long distance
between a TVA source station and EPB substations is the cause of most of the
problems with the power distribution in the area.  The major power demand of
the area is the McKee Baking Company.  Therefore, EPB decided to add a ninth
source station in Apison.  The total project took less than three years.
Engineering studies and property procurement took about one year.
Construction took about one year and six months (including a three-month
delay caused by El Nino).  This substation has been in operation for almost
one year and has performed perfectly.
