Topic: TVA's Reservoir Operations - Resolving Competing
Interests - Joel Williams, TVA
While much attention is focused on
clean water for human consumption, increasing concern is also rising about how
water is allocated for other uses such as navigation, power generation,
recreation and flood control. Agencies such as TVA who are responsible for
the control of water reservoirs in their jurisdiction have the daunting task of
striking a happy balance in serving the needs of many interests. Joel Williams
of TVA's River Operations will tell us how his agency tries to maintain such a
balance and how it integrates the operation of the Tennessee River and reservoir
system to meet multiple objectives. Joel will also tell us about a study
that TVA is currently conducting to investigate alternative strategies for
managing lake levels and flow rates. The study is also designed to develop
alternative reservoir operating policies and evaluate the potential impacts of
those alternatives. Joel will tell us about the results of the study thus far
and about upcoming opportunities for additional public input. Joel is the
Assistant Project Manager for the Reservoir Operations Study.

Colin Williams, President of the
Magister Corporation talked to us about problems and roadblocks encountered in
growing a start-up enterprise into a medium-sized firm in the Chattanooga area.
Magister manufactures polymer/elastomer type products for the rehabilitation and
industrial safety markets. Colin explained some of the concerns for
Chattanooga's manufacturers, including limited air traffic to and from the city,
a labor force lacking adequate skill levels and proper public education
training, and inequities in the current tax code. He said that Chattanooga
could still do a lot more to generate and nurture small firms that generate fast
job growth in high paying professions. Magister has grown into a company with
international sales in eight years by focusing on technical improvements it
could make to simple polymer-based products (and patenting those ideas). The
availability of well-educated labor force is key in giving a start-up company an
edge to beat out competition from around the world, he says. See Cathy Miller's

Unless we note otherwise, all
of our presentation meetings are held at the Cellar Restaurant in the Tallan
Building, Union Square Downtown Chattanooga from 12:00 to 1:00 p.m. Our meeting
room and luncheon service are open by 11:30 a.m. Lunch buffet is $10.00 per
person (inclusive). No reservation is required. Free parking is available in the
Days Inn Motel (on Carter St. and MLK Blvd,) courtesy of the Days Inn
management. When you park there, be sure to place a note on your dashboard
indicating you are attending the Engineers Club meeting.
