OUR PREVIOUS MEETING________________________________________________

Topic:  “The Tennessee Lottery and Educational Funding” - Gail Campbell, UTC

Gail Campbell, University of Tennessee at Chattanooga’s Lottery Scholarship Coordinator, shared with us the following facts:

Breakdown of Lottery Funds -

¾    70% of lottery revenue goes to ticket winners and operations

¾    30% of revenue goes to Lottery Scholarships (rest of 30% will go to Pre K)

¾    Total of awards for Lottery Scholarships as of June 3, 2004:  $81,034,000

¾    Total funding for UTC as of June 3, 2004:  $5,076,000

Data from UTC -

There were 1,200 students identified as 2003 graduates who met the initial eligibility for TELS (Tennessee Education Lottery Scholarship).  Of those 1,200 students, here is the breakdown of eligibility:

¾    59 students are eligible to take Summer classes in order to qualify for TELS, because they have earned less than 24 hours and a TELS GPA of at least 2.5

¾    246 students are not HOPE eligible, because they have more than 24 hours but do not have a 2.75 TELS GPA

¾    490 students are HOPE eligible, because they have 24 or more earned hours with at least a 2.75 TELS GPA

¾    405 students will not receive any type of e-mail, because these have a really low TELS GPA and/or too few earned hours to make them total 24 by the end of the summer school sessions.

Difference in TELS GPA and UTC GPA -

¾    TELS GPA includes all developmental courses taken and repeated courses.  If you have repeated a course, both grades will be included when calculating the GPA for TELS purposes.

¾    For the UTC GPA, the highest grade of a repeated course will be used.

2003 or 2004 high school graduates from home schools registered in Tennessee who score at least 23 on the ACT test are eligible.

2003 or 2004 high school graduates from Tennessee high schools or some high schools near the Tennessee border, score at least 19 on the ACT test, and whose families live in Tennessee are eligible.

The ACT test score requirement may increase to 21 or decrease, in the case of home schooled high school graduates by 2005.

All applicants for the scholarships must complete a federal form OMB # 1845-001, Free Application for Federal Student Aid.

If multiple scholarships are received, they must total less than the cost of attendance.  The HOPE scholarship is applied first.  Then other federal or athletic scholarships are applied.

Engineering COOP students must be given an exemption on the timely enrollment by the school’s lottery scholarship coordinator.

Students are given one opportunity to receive the HOPE scholarship.  After 24 hours of course credits, their GPA is checked to see if they will remain eligible for the scholarship.  There is concern from club members that this scholarship and the GPA requirement may encourage students to take easier college courses and avoid the science, math, and engineering courses.  Faculty are preparing for requests of extra credit and grade challenges by students who want to maintain their TELS GPA.

Thanks to Judy Driggans for the meeting summary.
