May 23: "Mass Notification of Emergency
Conditions" - Vic Humm, Safety Technology International,
Inc.
In the Fall of 2003, the Department of Defense (DoD)
requested assistance from the National Fire Protection Association (NFPA) in
preparing a "consensus prepared criteria" for mass notification. The Department of Defense defines mass notification
as the capability to provide real-time information to all building occupants
or personnel in the immediate vicinity of a building during emergency
situations. The NFPA Alarm Code Technical Correlation Committee
prepared a public proposal designated Annex "G" (previous editions used the
term Appendix "G") to integrate mass notification into the existing
standards. This proposed Annex "G" affects at least five of the
technical committees in NFPA. The public may view this on the NFPA
website (www.NFPA.org) and submit editorial
or modified comments before September 5, 2005 (Report on Public
Comments).
NFPA signaling standards began in 1898. The
consensus voting will occur in June 2006 for the addition of mass notification
in the 2006 edition of the NFPA signaling standards. Mass notification
can be helpful during environmental or Haz-Mat conditions, natural disasters
like earthquakes, wind, and snow, and acts by
senseless humans against other citizens.
A white or clear strobe has been used to alert occupants
of a possible fire. An amber light has been recommended to warn people
to listen for or read mass notification messages.
